Job Title: In-Country Research Coordinator

We are looking for a Cabo Verde based, local consultant to assist with archival and field research in Cabo
Verde at several key points during 2016 and 2017, and to serve as Abt’s resident research coordinator
over the life of the evaluation. The consultant will be part of a team to evaluate the Millennium
Challenge Corporation (MCC)Water, Sanitation and Hygiene (WASH) Project in Cabo Verde. He or she
will work closely with the Qualitative Lead and Quantitative Lead, under the direction of the Team Lead.


Tasks will include:
- Assist in the development of qualitative and/or quantitative data collection instruments
- Conduct interviews and/or focus group discussions with diverse respondents, including:
o Rural and urban residents of Cabo Verde, including women, members of vulnerable groups,
and groups whose livelihoods may be affected by the project;
o Representatives of relevant Government of Cabo Verde (GoCV) agencies and parastatal
institutions, including the Agência Nacional de Águas e Saneamento (ANAS), Instituto
Nacional de Gestão de Recursos Hídricos (INGRH) and Multiple-Municipal Utilities (MMUs);
o Representatives of non-governmental organizations such as the Conselho Nacional de Águas
(CNAS); and of private sector water suppliers such as the Serviços Autónomos de Água e
Saneamento (SAAS), as well as industrial and commercial water consumers.
- Assist in qualitative data analysis
- Liaise with local survey firms and oversee quantitative data collection efforts
- Provide translation for members of the Abt team as needed
- Provide logistical support to the Abt team, including identifying respondents, arranging interviews,
and securing transport as needed


Qualifications:
Required:
- Master’s degree in civil or environmental engineering, natural resource management, international
development, public health, economics, sociology, political science, anthropology, business
administration, or other relevant field;
- 2-3 years of experience conducting qualitative and/or quantitative research (large-scale surveys, key
informant interviews, focus groups, small-sample surveys, participant observation, etc.);
- Demonstrable understanding of approaches to ensure rigor and scientific validity of data collected
through qualitative and quantitative methods;
- Excellent written and oral communications skills;
- Native or functionally native Crioulo and/or Portuguese;
- Working proficiency in English.


Preferred:
- Experience researching topics related to water, sanitation, hygiene, public health, maternal and
child health, water-borne illness, and privatization of utilities in developing country settings;
- Familiarity with impact evaluation concepts and methodology (experimental and quasi-experimental
designs) and survey research;
- Familiarity with Millennium Challenge Corporation (MCC) projects in Cabo Verde.
